State Rep Meetups for Constituents
I plan to hold regular constituent meetings during the legislative session as well as several before the end of the year. While electronic communications are an efficient means of communication, I believe that face to face contact has great value as well. Therefore, I hope to provide regular, periodic opportunities for residents of the district to meet with me during the legislative session.
The meetups will take place at the Charlotte Town Office on Ferry Road. The first meetup will be on Monday, November 22, from 8 - 9 AM and again from 5 - 6 PM. The next meetup will be at the same place and times on Monday, December 13.
These and future meetups will also be posted on my calendar in the right side column of this website. The constituent meetup schedule during the legislative session has not been determined yet, but will be published by the time the session starts in January. Thanks for reading.
The Work Has Begun
While the new legislative session doesn’t start until January 4th in Montpelier, the work has already started for newly elected legislators. Invitations from various organizations start coming almost as soon as the election is over, both by snail mail and by email. Everyone wants your ear. With limited time and the inevitable conflicts in scheduling, I have had to pick and choose the meetings and conferences I could attend. I’d like to give you a brief summary of some I’ve attended and my impressions.
High on the list was the CCS budget development meeting on November 11th. The purpose of this session was to look at the discretionary items in the budget in light of the 2% challenge to spending issued by the Vermont Department of Education. This challenge translates to about $186,000 for CCS. The question is: what cuts can be made to get to that number without severely impacting the programs and services for the students? Several people voiced frustration that the arbitrary 2%, the Challenges for Change target, does not take into consideration the cuts in last year’s budget or the desires of the community for the kind of education we want for our children. Some suggested that the budget be developed as usual, trying to be as cost-conscious as possible and ignore the 2% guideline. Many other suggestions were made regarding programs, services, and salaries and benefits. I plan to keep aware of school budget development and exchange information with my legislative colleagues so that we can make better informed decisions affecting education.
The evening before the budget meeting, I attended the “Keeping Vermont Children Safe” forum in Colchester. The focus of this event was to support adoption of “Aaron’s Law”, a Child Access Prevention law, in the next legislative session. Aaron Xue was a high school student in Essex Junction who took his life last year using a firearm that was supplied by a fellow student who brought it from home. The law seeks to require safe storage of firearms in the home whenever children can potentially access them. Studies have shown that safe gun storage laws can reduce the number of children killed by unintentional shootings by up to 50%. Moreover, guns are the most deadly and irreversible means for suicide victims of all ages. I have also attended several other meetings and forums and will be attending a three-day new legislator orientation session this week. The work has begun.

I want to thank all those who exercised their civic responsibility by voting in this election, especially those who entrusted me with their confidence. Celebrating 10-10-10 with Transition Town Charlotte
I was privileged to participate in a tree planting project -- 10 trees on 10/10/10 -- organized by Transition Town Charlotte in conjunction with 350.org. 350.org, organized by Bill McKibben and Middlebury College students, enlisted hundreds of thousands of people in 188 countries and throughout the U.S. to take part in more than 7300 events to call attention to the fact that the max sustainable CO2 concentration in the Earth's atmosphere is 350 ppm. A Voter's Question - Taxes, Business & Job Creation
Q: With regards to promoting business and creating jobs in VT by retaining or attracting business to the state: Given that most small business owners (S-corps, LLC and Partnerships) pay income taxes at the individual rates, that Vermont income taxes are coupled to the federal tax rates, and regardless of whether the current income tax rates will sunset and revert to higher taxes;
- What is your position on the current VT income tax structure?
- Would you support a change in the Vermont income tax to support and promote business growth in Vermont?
- I would favor tax credits for increasing the number of employees from one year to the next.
- I would favor creation of low-interest loans funded through bonding for startup businesses.
- I would also favor a temporary reduction of the statewide property tax on new businesses to help reduce startup costs.
- I believe that some type of public option universal health insurance program, possibly a single-payer system, would help reduce the costs of health insurance to both businesses and individuals. I'm looking forward to the proposals of the Health Care Commission created by S.88 this year.
- I believe that access to high-speed broadband throughout Vermont is essential if we want to grow 21st century businesses.
- I believe that we need to keep our education standards high so that we have a workforce with the skills businesses need.

There's a new farmstand in town. A virtual farmstand. It's online and you can get there from here: http://www.farmstandcoop.com/.
It's a way for anyone in Charlotte who grows or produces extra veggies, dairy products, etc., to market their produce. The website was developed by Joe Messingschlager and a number of farmers in Charlotte and in Addison County. According to the website,
"Farmstand co-op.com believes that everyone in Charlotte should have access to fresh local food, whether they garden or not. By increasing local food consumption, we can help build community resilience and sustainable capacity.

Save Our Dairy Farmers
CREDO Action offers an opportunity to request the U.S. Department of Justice to investigate the large dairy processors under the antitrust laws for price-fixing at the expense of small dairy farmers. Using CREDO's website, I sent the following email to U.S. Attorney General Eric Holder.
Dear Attorney General Holder,
I am greatly concerned about the lack of competition in the food and agricultural sectors and how this negatively impacts America's family farmers and consumers as they work to feed their families food that is safe, healthy and nutritious.
For too long, agribusiness corporations have been allowed to consolidate. Now their market power has created unfair prices that farmers are paid for their goods, the ever-increasing prices that they pay for inputs and the price that consumers pay at the grocery store. Excessive market concentration has also created an overly centralized food system that is prone to massive food safety outbreaks and has empowered mega agribusiness corporations that continue to demonstrate a blatant disregard for environmental and labor laws.
While I am encouraged by the recent Department of Justice suits filed against Dean Foods investigating their excessive market concentration in the dairy industry, these investigations are long overdue. For the past 18 months dairy farmers in America have faced their worst crisis since the Great Depression as the price they are paid for their milk has dropped more than 50% since December 2008. At the same time, giant dairy processors and co-ops have raked in record profits while dairy farmers are losing their farms and struggling to make ends meet just to feed their families.
I encourage you to enforce U.S. antitrust laws to return a fair and level playing field in the food and agricultural sectors and break up corporations that have violated these laws.
As a Vermonter I have many friends and neighbors who are small dairy farmers. A Vermont dairy farm is lost on the average of one per week because the price farmers are paid is only a fraction of the cost to produce it. While the milk processors squeeze farmers with low prices, the retail cost of milk increases. It’s time to pay dairy farmers a fair price for their product!
America's farmers, specifically our dairy farmers, deserve justice, before it's too late.

Petitions Filed! Next Target: The Primary Election - August 24th
Yesterday was the deadline for candidates running for state offices to file their petitions to be on the ballot. My petitions have been duly filed with the Charlotte Town Clerk, and my candidacy for the Charlotte-Hinesburg House seat is official. My goal now is to win the primary election to be the Democratic nominee on August 24th!
My door-to-door campaign has begun, and I am looking forward to meeting a lot of new people and gauging the pulse of our community with respect to the various issues and what the legislature should be doing. I expect the economy and the tax burden to be at the top of the list (again), as well as the expected decommissioning of Vermont Yankee and sources of replacement power, the rising costs of health care coverage, and efforts to maintain a clean environment.
Communication between our community and our representative in the legislature is a major concern as well. I hope to be available by phone, by email, through this website, and in person not only during this election season, but while I am serving in the legislature as well.

A Change of Focus
After campaigning for several months for the State Senate, I have decided to change my focus and run for the Charlotte-Hinesburg (Chittenden 1-2) seat in the Vermont House of Representatives. My decision to change direction comes in the wake of Rep. Scott Orr's decision not to run for re-election.
By running for the House seat, I look forward to representing my community of Charlotte and my neighbors in the Hinesburg part of the district in a more immediate relationship, and I will continue to support the same values and goals that I have previously expressed. I expect to conduct a door-to-door campaign this summer to talk with the people of Charlotte and Hinesburg about the issues on their minds and to let them know why I would like to represent them in the House. I believe that my extensive involvement in the Charlotte community over the past 25 years has provided me with a good base to work from.
Geothermal Energy for Vermont
I took the opportunity to attend the Geothermal Energy Roundtable sponsored by U.S. Senator Bernie Sanders yesterday, April 17th, at Contois Auditorium in Burlington. The place was packed upstairs as well as downstairs with folks from across Vermont. Cathy Zoi, Assistant Secretary for Energy Efficiency and Renewable Energy at the United States Department of Energy, was a guest of Senator Sanders along with a panel of homeowners, academics and business representatives, who were involved in using, researching or installing geothermal energy systems.
The message that came out of this conference is that geothermal energy source systems for both heating and cooling are not just feasible in the north country, but they have been proven to work as well . I spoke with a man from Highgate who had a chart of his electric and heating fuel consumption that showed a reduction in cost of around 60%. This type of energy resource is most efficient if integrated into the design of new construction, but it is also adaptable to existing construction. Key to the latter is an energy efficient envelope, i.e. a well insulated building.
State Representative Tim Jerman of Essex Junction was also at the roundtable. Tim is a member of the House Committee on Natural Resources and Energy. We chatted about the incentives provided by the state for alternative energy generation. Although there is a tax incentive for wind and solar systems, it is restricted to businesses that adopt them. Homeowners are entitled only to federal tax credits. (Those credits, by the way, are substantial, amounting to 30% of the cost of materials and installation.) However, there is no state incentive for business or residential installation of geothermal systems.
A priority in the next legislative session should be to include geothermal systems in the incentives provided for wind and solar energy production. We should also find a way to extend those incentives to homeowners as well as business. While the current budget crisis makes this a non-starter, block grants may be available as part of the federal Jobs Bill. Providing these credits would have the added benefits of creating jobs throughout Vermont, distributing energy production to reduce the peak demand on our electric grid, and helping to replace the production that we will inevitably lose with the closure of Vermont Yankee.
Corporations Are Not Persons!
Corporations are not people, and in my opinion are subject to regulated "free speech". The Supreme Court majority opinion in Citizens United v. FEC has bastardized the meaning of citizenship and has legalized the prostitution of Congress.
The ruling was egregious and insulting. If money represents speech, then corporations have bullhorns while individuals have mere whispers. The Constitution states "We the people..." not "We the corporations...".
Corporations are not citizens and should not be considered as such. Groups of people who have joined together voluntarily for a cause have a right to voice their opinion, but corporations are economic entities made up of investors who have too varied political perspectives. They can't possibly represent the opinions of even the majority of their shareholders. Most shareholders are mutual funds whose investors may not even know what companies they have invested in.
Congress should take steps, even if it means a Constitutional amendment, to overturn this Supreme Court decision.
Energy
Vermont's Energy Future
As if to underscore this last point, the massive oil pollution of the Gulf of Mexico demonstrates the risks of relying on "safe" processes that only need to fail once to have a devastating negative impact! The sooner we reduce our dependence on petroleum, the quicker we will take our country and its economy into a cleaner, safer future.
- Improved conservation - the least expensive energy is the energy we don't use. We need to continue to support programs like Efficiency Vermont that helps homeowners and businesses reduce their energy consumption.
- Wind - Our atmosphere itself is a great source of energy. Proper siting of wind generators so as to have minimal impact on our signature landscape is a small price to pay for the amount of energy we can generate via wind. Of course, wind can only be part of the energy equation, but it can play a significant part.
- Solar - Solar hot water systems are one of the least expensive means of making use of the sun's endless supply of energy for homeowners. Advances in photovoltaic systems is also making them more affordable both at the residential level and as power generation installations like the solar array generating electricity in Hinesburg. Federal and state tax credits for these systems should be continued to encourage further use of these clean energy generation technologies.
- Hydro power - Vermont has significant in-state hydroelectric generation, but our biggest source is our contract with Hydro Quebec. This contract will be coming up for renewal and Vermont should partner with New Hampshire and Maine to obtain the best rate possible. We should also look into negotiating the purchase of the hydroelectric dams on the Connecticut River that the Douglas administration let slip from our hands several years ago.
- Geothermal Systems - This is a viable distributed energy resource even in Vermont. Geothermal heating and cooling systems use the consistent temperature of the earth to provide heating, cooling, and hot water for both residential and commercial buildings. Water is circulated through polyethelene pipes in closed loops that are installed below the earth's surface. At this time geothermal systems are not included in Vermont's alternative energy tax incentives. I will support their inclusion if elected. (More>>)
- Bio-fuels - Vermont has large sustainable sources of renewable bio-fuels such as wood. We should encourage the use of efficient wood-burning for heating purposes as well as power generation. The energy tax credits and the rebate programs sponsored by the state are examples of the support we need to give to this energy alternative.
- Vermont Yankee - The question of whether or not to renew the operating license for the Vermont Yankee nuclear power plant will probably be resolved during the 2010 legislative session. Given current circumstances, I would favor denial of the license renewal. The problem that I see in terms of both the reliability and the safety of VY is that our choices for renewing the license are limited to 0 or 20 years and nothing between. If we could approve the license renewal in 5 year increments, I would be more favorable. In the long run, however, there are other problems with the continued operation of VY. One is the question of the long-term storage of the nuclear waste which now sits on the banks of the Connecticut River in dry cask containment units. There is no current nor forseeable plan to relocate this material which will remain radioactive for tens of thousands of years. Why add to it? Furthermore, while VY is a relatively inexpensive source of electricity for Vermont at this time, the rate proposal its parent company, Entergy, is offering does not seem to be a good deal in the eyes of neither the legislature nor the state's electric utilities, GMP and CVPS. Finally, the proposed spinoff of VY and 4 other out-of-state nuclear power plants by Entergy into a new company could jeopardize the ability of VY to fully fund the decomissioning of the plant or to pay for any possible future environmental damage caused by a plant failure. In my opinion, the negatives outweigh the positives on this issue. The Oil spill disaster in the Gulf should also remind us that all it takes is one major failure to create a nuclear environmental disaster at this aging plant.
Issues 2010
In these challenging economic times the most pressing problem for Vermont government is how to balance the state budget. The 2009 budget was starkly reduced because of reduced revenues and passed only because the legislature overrode Governor Douglas' veto. Revenues have once again fallen behind original projections and required the legislature and the Governor to try to find the proper balance between cuts and tax increases. There is probably no one that has an definitive solution to the problem of balancing state revenues with expenditures. This problem will continue to be an issue for the 2010 election and the elected officials who will have to deal with it in January, 2011.
As pressing as the budget problem is, there are other issues that are just as important and which are directly affected by it. It is the responsibility of each legislator, whether in the House or the Senate, to weigh the pros and cons of each and every reduction in services as well as every tax increase that will be necessary to keep Vermont's government vital and viable. In addition, there are policy decisions to be made that will affect the future direction of Vermont and our ability to maintain a healthy economy, a healthy environment and a healthy population. Each of the issues below require attention and should be factors in your decision on whom to send to Montpelier in 2010.

Agriculture
Agriculture is a significant part of Vermont's economy, culture and tradition, and dairy farming, which comprises 85% of Vermont agriculture, is probably the most iconic form. As such it is a large component of tourism, another driver of Vermont's economy. I am not a farmer, so I have a lot to learn about this aspect of Vermont; however, I know that dairy farmers in Vermont are in crisis.
I attended the Dairy Farming Town Meeting organized by Senator Bernie Sanders on February 13th. Farmers from around the northeast, including Maine, New Hampshire and New York, as well as from Vermont, attended the meeting. It is no secret that the price farmers get for milk is well below the cost of producing that milk. What I learned at the meeting is that This unsustainable situation has led to the the loss of more than one Vermont dairy farm per month on average during the last 2 years.
The price farmers get for milk is driven primarily by milk processors with the federal government regulating minimum wholesale prices. This system puts small farmers at a disadvantage, and the challenge is to leverage their influence through cooperative agreements. After talking to several local farmers, I learned that another way to increase the value of milk production is by processing some of the milk locally.
The state of Vermont can support family farming by facilitating regional partnerships spanning state borders to counter the leverage enjoyed by major milk processors, and by providing low cost loans for local value-add production facilities.
Apart from dairy farming, the "locavore" movement has created opportunities to supply locally grown high-quality produce to consumers, thereby reducing the carbon-footprint of food consumption. State government departments with food purchase requirements, e.g. prisons, schools, cafeterias, should be encouraged, if not required, to obtain a reasonable percentage of that food from local producers.
I am open to comments about my ideas as well as suggestions for improvements or additions to the ideas stated above.
Taxes and Expenditures
To many the word "government" has become a bad word ever since President Ronald Reagan defined government as "the problem, not the solution." In fact government is the superstructure of an orderly society. Government is especially necessary in a complex society with competing interests and requirements. We in Vermont are blessed with a state government that has a close relationship with us, the governed. Few states can boast of the accessibility we Vermonters have to our elected officials.
The role of government is to do collectively what we cannot do individually. In order to operate, government needs revenues; and the only way it can get revenues is by assessing taxes. So, the job of the decision-makers, i.e. the legislature and the governor, is to balance the operational needs against the ability to raise revenue. In these challenging economic times there is probably no one that has a definitive solution to the problem of balancing state revenues with expenditures. But whatever steps are taken to resolve this problem, it will be necessary to be consistent with the idea that since government exists to serve the governed, it is in times of crisis that government must do the most to help those most affected by the crisis. Unfortunately, those most affected by an economic crisis are usually those with the least amount of influence. It has always been the goal of the Democratic Party philosophy to represent this segment of the community.
When budget decisions are made, we must take into account the effects those decisions will have on our children and our elderly, on those who lost jobs in this economy, on the quality of our environment, on our farmers and our entrepreneurs, and on the future economic prospects of our youth. We cannot continue to cut services when more services are needed; nor can we ignore the burden of taxation on those who are barely keeping their heads above water. While I don't have any magic bullet solutions to these problems, I will work hard with other legislators to find them.
The closing of the Champlain Bridge between Addison, VT, and Crown Point, NY, points out the danger of being penny-wise and pound-foolish. Studies show that 50% of Vermont's bridges are in need of repair. Yet for decades there has not been sufficient support for raising gasoline taxes to help pay for transportation infrastucture improvements. It is not until a bridge is declared too dangerous to drive across that we finally sit up and take notice and spend the money to fix it. The bridge in Richmond was another example of that approach.
Another example is the way cuts were made to the state employee pool. Instead of assessing the impact the loss of a given job would have, as the legislature requested, the Douglas administration made cuts across the board. Case workers in the health department were reduced leaving many communities without assistance for families with newborns and children at risk of not being sufficiently prepared to enter school. Many of our rural families depend on counseling to give their children a good start in school. This is also being penny-wise and pound-foolish because children who start out behind will often stay behind and have a greater potential to get in trouble during their teen years.
The bottom line is that sufficient revenue must be generated to meet the requirements of effective government. The only way to achieve greater revenues is to have a healthy economy. Prosperity increases the ability of each of us to contribute our share to the tax pool. Taxation should not create an undue burden on any one group compared to another, so we need to distribute the burden using a variety of sources, including income taxes, property taxes, sales and use taxes, and specialty taxes like those on alcohol, tobacco and gasoline. Morever, we must create the jobs that will create the ability for people to pay those taxes. And that is another issue for discussion.
Healthcare
Vermont has been a leader in providing affordable health insurance options to its citizens. From the Doctor Dynosaur program instituted during the Dean administration to the Catamount Health Insurance program that was passed 3 years ago despite Governor Douglas' opposition, we as a state have moved closer to guaranteeing that affordable health insurance is available for all.
Healthcare costs, however, continue to rise and it will be important for us to get a handle on controlling them. Universal healthcare is one way to bring the hidden costs of uninsured emergency room visits into the open. A larger insurance pool will also mean that care can be concentrated on prevention rather than addressing complications due to lack of early treatment. Pharmaceutical costs can be mitigated by working with our neighboring states to negotiate lower drug prices.
Senate Bill 88 Act, which was passed by the Vermont legislature this year and became law over the opposition of Gov. Jim Douglas, has set up a commission to study and propose three alternatives to creating a universal health care system, one of which will be a Single-Payer system. This commission has already begun its work and is scheduled to report to the legislature in 2011. Our own options will have to take into consideration the federal legislation that was recently enacted.
After months of debate, compromise, misrepresentation, theatrics, and solid Republican obstructionism, it is not surprising that the resulting Healthcare reform legislation passed by the U.S. Congress and signed into law by President Obama still has many critics. Voices on the right object to any kind of legislation at all while voices on the left object because it doesn't go far enough to provide an alternative to private health insurance and because it still leaves about 15 million Americans without health insurance.
Vermonters can be proud that our entire Congressional delegation, Senators Patrick Leahy and Bernie Sanders and Representative Peter Welch, voted for the final version of the Affordable Health Care for America: Reconciliation Bill. This new law is a big step forward in the campaign to provide affordable healthcare to every American. If Europe, Latin America and Asia can do it, so can we.
I am looking forward to the report from the Vermont commission on health care reform and feel confident that the Single-payer system will be seen as a viable option. If it is, I will support it.
The Economy
Growing Vermont's Economic Base
The economic downturn of 2009 has not left Vermont unscathed, although our situation is certainly not as dire those of other parts of our country. Vermont has been losing high-paying jobs even before the financial crisis of 2008-2009.
Job creation in Vermont is a difficult nut to crack, but it is a key element in keeping Vermont's economic and social fabric healthy. We have seen numerous and innovative entrepreneurial enterprises spring up during the last decade in Vermont; but we have also seen huge reductions of personnel by major employers as well as the closure of smaller manufacturing enterprises. Reductions in both residential and commercial building activity have also had an impact on our workforce. The same is true for employees of the state due to decreased tax revenues and for teachers due to declining student populations. Efforts to disincline Vermont youth from leaving the state are hampered by the limited job opportunites that exist here.
That's the problem. But what's the solution? The best thing that Vermont has going for it is that it is a great place to live. Many residents of Vermont telecommute to jobs in Boston, New York and elsewhere simply because they want to live in Vermont. We can improve the opportunities for working remotely in Vermont by improving our broadband infrastructure. High-speed internet access is a requirement for this type of potential. It will also improve the ability of Vermont-based companies to do business online.
Another prerequisite for a healthy economy is the availability of sustainable and affordable energy. With Vemont Yankee's future in question and our contract with Hydro Quebec coming up for renewal soon, we have to have a plan for our energy future. See my position on energy here. There is a great potential for job creation in Vermont with the growth of green energy. State policy should continue to support innovative companies like NRG Systems, All Earth Renewables, Gro-Solar, and the wind and solar system installation sector.
Vermont should also support smaller startup businesses via grants and tax incentives to encourage business growth while working with large employers like IBM to bring more jobs into Vermont instead of exporting them out of state and out of country.
Finally, we must continue to guarantee the continued excellence of our educational system to ensure that Vermont will have a well-qualified workforce that will attract employers to our state.

About Mike
When President John F. Kennedy said in his inaugural address, “Ask not what your country can do for you; ask what you can do for your country,” these words, together with the philosophy of service I learned in the Boy Scouts of America, inspired me. I began my political activism working for the Presidential election campaign of Senator Eugene McCarthy.
I graduated from King's College in Wilkes-Barre, PA, with a degree in Mathematics followed by a Master of Science degree in Mathematics from Rensselaer Polytechnic Institute. My 36 year career in the field of Computer Science started with Pratt & Whitney Aircraft and included stints with Computer Sciences Corporation and Simmonds Precision before I joined IBM in 1981. In 2005 I retired from IBM and took up a new career as a Tax Specialist at H&R Block, a nice seasonal job that I held for 11 years and gave me a lot of time to attend to gardening, hiking and family, as well as the local political scene. I have served in the Vermont House of Representatives since January, 2011.
Since I've lived in Charlotte, I held the office of Justice of the Peace from 1993 until 2017, and I served on the Charlotte Central School Board from 1998 - 2003. I was elected Chairman of the Charlotte Democratic Committee in 1997 and held that post for 10 years. I was elected Chairman of the Chittenden County Democratic Committee in July, 2006, and again in October, 2007, for a 2 year term.

When the Legislature is in session I regularly write columns for both The Charlotte News and for The Citizen, two local newspapers serving Charlotte. I also co-host the Chittenden County Democrats Show on Burlington's Community Access TV station, CCTV Channel 17 on the first Monday of the month. I post my columns and many of the TV shows on this website.
Why I Am Running
I am running for the State Representative from the Charlotte-Hinesburg Chittenden 1-2 district to ensure that our state government will continue to effectively serve the people of Vermont in a way that reflects the values that Vermonters have demonstrated throughout their history. These values are based on the premise that government exists to serve the governed by providing a framework within which individuals can become productive citizens in a growing economy, a vibrant community, and a healthy environment. When times are hard, Vermonters take care of each other; and government, which represents all of us, has a role to play. These are not only Vermont values; they are Democratic values, too.
Today there are several crisis-level situations we have to deal with, including job losses, global climate change, access to affordable health care, and the financial burdens that threaten family farms. In times of crisis, government is required to do more than usual to help those most affected by the crisis. Innovative answers are needed, and our leaders in both the executive and legislative branches of government must try to provide them.
I look forward to representing my community of Charlotte and our neighbors in the Hinesburg part of the district. I will always be open to communications from you by phone, email, and in person. I expect to conduct a door-to-door campaign this summer to talk with you about the issues on your mind and to let you know why I would like to represent you in the House. I hope that my extensive involvement in the Charlotte community over the past 25 years has given you the confidence that I will represent you well in Montpelier.
